The People’s Government of Luoyang had Wangcheng Park built on the relics to commemorate Zhou Wang City, a famous historical city. It is one of the relic parks in China, the main venue where successive peony shows have been held, the largest comprehensive park in Henan Province and the largest zoo in western Henan Province.
n October 1955, 291 mu of land was acquired for the construction, together with 152.64 sq of greenhouses and offices. Originally, there were 214 peonies covering 22 species.
In 1956, 15 mu of peony in Bi Sheng Residence, a private park were transplanted and in the autumn, 800 peonies were purchases from Xincun. As a result, it was opened to the public from May Day Holiday. At the initial stage when the park was built, it was located at the sough Jianhe Bridge covering an area of 320 mu and 250 mu of green land area.
In1957, a rockery was pile up at the square of the entrant, on the top of it a pavilion and a swimming pool were built with 938 peonies.
In 1958, two pavilions were ruined by strong wind and the swimming pool was destroyed by the food. So, the swimming pool was rebuilt and an orchestra pit was built, which later was rebuilt into a skating rink and 2,579 peonies planted.
In 1959, acquired 160 mu of land; extended section of bridge north; reproduced 1,000 peonies.
In 1960, built the Square; rebuilt a row of flower show rooms.
In 1960, 22 peony species were increased to 22; 6 species of herbaceous peony Soared to 25; construction of Jianhe Suspension Bridge was completed.
In 1960, a large peony flower terrace was built.
In 1962, 7589 peonies and herbaceous peony were reproduced in the park.
In 1964: built a group of painting and calligraphy studios, an open-air movie theaters and a group of goldfish rooms which were rebuilt into distorting mirror exhibition room.
In 1965, a bird room was built.
From 1967 to 1969, construction of Liger Colosseum was completed.
In 1968, White marble Mao Zedong Statue was erected in the square of the entrance; a sign post was built.
In 1969, the pavilion on the rockery was rebuilt into a two-layer pavilion.
In 1971, the Open-air Theatre was rebuilt into an Exhibition Room.
In 1973, 100 species of peony were increased.
In 1974: built three rows of greenhouses.
In 1977, torn down the Suspension Bridge; built the second Peony Bad; built a Peony Pavilion Flower Bed at the center of the part, in the south of which a circular long corridor.
In 1978, Phase II Project started; built a two-storey office building and reception room; build and pile up a rockery; introduced 32 species of peony.
In 1979, construction of manmade lake and Peony Pavilion; exchanged 10 species of peony with Japan; installed large-scale “Rotating Children’s Planes”(toys for children); construction of “Peony Pavilion" at the Peony Viewing Area was completed, composed of 16 flower beds of different size and covering an area of about three mu.
In 1981, “Yudai Bridge” was constructed stretching over the Jianhe River, connecting the north and south viewing areas of the park; complete the principal part of the Panda House; equipped with supporting facilities: restaurants, tea houses, photographic studio, retail kiosks; installed “Rotating Children’s Planes”(toys for children); there are 141 peony species of difference size and 249 greenhouse flowers and trees.
In 1982£ºbuilt a peony flower bed and a Chinese herbaceous peony flower bed at the site of the garden at south bridge; peony flower terrace at south bridge; installed guardrails at the old peony terrace at southwest. On September 21, Municipal People’s Congress passed a resolution that PEOGY was designated as the “City Flower” of Luoyang City and determined that from April 15th to 25th every year “Peony Show” is to be held”.
In 1983, 2,484 peonies were grafted; dismantled “Slogan Pylon” built during the Cultural Revolution, on the top of which the “Peony Faery Statue”  was built”, which is made from gypsum, seven meters high. In April, the First Peony Show was ceremoniously staged at the “Peony Pavilion”. On April 18th, 300,000 tourists enjoyed peony in the garden. The show received 1.5 million tourists and leading cadres from 28 provinces and autonomous regions paid a visit to the show. On March 8th, Wangcheng Park entered the list of the first group of civil management units of the Xigong District.
In 1984, the Second Peony Flower Show received 1.3 participants. April 22nd witnessed 220,000 visitors entering the park. In December, it was honored as Model civil management unit of the Xigong District.
In 1985: 600 peonies of 37 species were introduced. The third Peony Show received one million tourists.
In 1986, 10,000 peony was in full blossom, with stems reaching 23cm; modified the west area, construct the west gate of the park and Zhou Culture Area and Shaole Platform; opened up two scenic spots, i. m., “Purple Pavilion Welcoming Early Spring” and “Û£Û³¼Íʤ”; four cultural scenic spots: “Mystic Signs and Markings” Tablet, City Walls of site of Eastern Zhou Capital, Zhou Columns Group and King City’s Pattern Ground”; seven groups of architectural complex including Shenyuan Platform; extended 10 mu of phoenix-shape manmade lake on the basis of the original lake, with rockery towering and waterfall cascading; built an antique “Purple Bamboo Room”---a tea house on the water. The fourth peony Flower Show received 1.1 million tourists; founded “Shaole Troupe”
In 1987, the Park boasted more than 11000 peonies in 237 species and propagated peony of 2,500 and planted bamboo of 13,652; completed arrangements of afforestation plants at the West Area and the construction of Shaole Platform and sculpture of its foundation; the carvings in the picture relate 32 stories about Luoyang which took place during the 549 years from the year Eastern Chou King Ping moved his capital eastward to Luoyang to the year Emperor Qinshihuang united China. For this reason, this wall has been called “Story Wall”. At the Shale Platform, classical national musical instruments including chimes, Xin, Guzheng, etc, one can enjoy instrumental performances here. During the flower shows, our Party and state leaders ,  and exchanged peony and planted “China-Japan Friendship Forest”.
In April 1988: constructed front doors of the park; made tripod modeled after an antique; introduced 37 peony species.
In 1990, contracting-out system was implemented on some service centers in the park, which turned out to be effective.
In 1991, the Flower show received 700,000 tourists, with the whole year receiving 2.5 million tourists; successfully held “National Famous Flower Exhibition” for the first time; won the third prize and the Outstanding Arrangement Prize of “Aromatic Single Clove Chrysanthemum” at the first Wuxi National Chrysanthemum Competition; installed large toys "Lotus Cup”, “Sliding Dragon”, “Bumper Cars” at the Children’s Adventure Playground; built “Flowering Beach Garden” and “Zodiac Park” in the yard; built “Monkey Hill” and “Bear Garden” in Qiaobei Zoo; built two sets of fountains inside and outside the gate; invested three million yuan to built underground “Pleasure Seeking Palace” in the east part of the park covering an area of 2,600 square meters.
In 1992, the Flower Show received 700,000 tourists. In March, King City Park was included on the list of Luoyang Civil Units. All service centers of the park implemented contracting-out system; extended the bamboo park by 3,000 sq; planted more than 20,000 square meters of lawn and 45,000 square meters of supplementary lawn, 1,500 sq of herbaceous flower area; built 20 organized scene flower beds and five greenhouses. It was honored as “Provincial-level Civil Unit”, “Advanced Unit of Three Excellencies”, “Advanced Unit of Family Planning Program”, “National Holiday Color Flower Special Class Unit” and “Autumn Chrysanthemum Show” won nine first prizes of Luoyang; won one Gold Award, two Bronze Awards and Bronze Awards at national chrysanthemum show held in Chengdu, improved 2000 square meters of ostrich yard and coop; propagated 140 animals in 9 species.
On April 9, 1993, underground “Pleasure Seeking Palace” was officially open to the public; the flower show received 400,000 tourists. It received two million tourists for the whole year; built 1887.6 square meters’ “Cherry Garden”; extended “Bamboo Park” and “Wintersweet Park”; planted 10,132 square meters of lawn; remoulded the rockery of the East Area; planted 1,200 shrubs of various species; introduced 589 peonies; rearranged 120 peonies in 56 species at Peony Pavilion. All animals were moved to north bridge; rebuilt the interior of the gate into a top-notch peony garden; and built Peony Faery and Faery Viewing Deck.
In 1994, the flower show received 500,000 tourists and it received more than two million tourists for the whole year; invested two million yuan to build more than 2,000 square meters of frontage commodity houses and peony gallery; renewed more than 500 cubic meters of peony flower bed soil and 239 diseased and infected peonies; planted more than 70 new species; rearranged 540 peonies and 800 supplementary peonies; propagated 245 animals for the whole year, i.m. 27 peacocks, 7 Golden Pheasants, 47 pheasants, 101 guinea fowls, 63 silkies, silky chickens; honored as Advanced Unit of Peony Flower Show, Advanced Unit of “Three Excellencies Cup”, Advanced Hygienic Unit, Advance Unit of Family Planning Program, Advanced Unit of Flood Prevention and Control, Superior Unit of chrysanthemum rating, Advanced Unit of National Holiday color flowers; won the third place while participating in the national bonsai exhibition on behalf of Luoyang City for the first time.
In 1995, the flower show received more than 700,000 tourists. At the flower show, Professor Wang Lianying and Professor Qin were invited to constitute an expert appraisal panel, who conducted appraisal over 30 peony species, 24 of which were from King City Park, creating a historic high in terms of the number of peony species of Luoyang since the new China was founded. Peony Faery Flower Bed was changed into Queen Wu Appreciating Flowers Bed; Statue of Peony Faery was moved to Luoyang Peony Park. And at the former address "Queen Wu Appreciating Flowers” Statue, which was 3.6 meters high and the foundation was 1.2 meters; opened up a Top-notch Peony Area with an area of 2,350 sq; increase peony planting area of 900 sq; remodeled quality white marble statue of “Peony Faery", 5.8 meters high; and built Peony Faery Flower Viewing Platform; renewed “Lotus Cup” into “Aquatic Swinging Yachts” covering an area of 230 sq; renewed “Journey to the West Park” into “Indoor Lightning Shootign Practice” covering an area of 200 sq; renew “Overhead Swivel Chair” into “Bumper Boats” covering an area of 225 sq; built “Children Play Center” covering an area of 336 sq. “Shaole Troupe" paid a visit to Japan on behalf of Luoyang City.
During the “Luoyang Peony Fair” in 1997, cooperated with the Office of Harbin Ice and Snow Festival and Henan Commercial Materials Company, Wangcheng Park held the event of “Enjoying the peonies in the daytime while the ice lanterns at night”, which attracted more than 600,000 tourists. And the park attracted more than two million visits for the whole year. Besides, the park made joint efforts with Suzhou Zoo to breed South China Tiger (Panthera tigris amoyensis). In July, four little South China tigers were bred at a birth in Suzhou, breaking the record of the park’s inability to breed South China Tiger (Panthera tigris amoyensis). On December 1st, three little Manchurian Tigers (Siberian tigers) were born in the park, which was the first time that tigers were born in the park since its establishment. During the whole year, 288 animals of twelve kinds were bred, of which, there were two South China tigers, three Manchurian tigers, two black bears, three African lions (Panthera leo), three Sika deer, three Indian blue peafowl, 70 golden pheasants, one brown-eared pheasant, eight agapornis fischeri, 120 budgerigars, two falcons and four silver pheasants. Besides, 25 animals of 10 varieties were introduced to the park while 33 animals of 7 verieties were exported from the park.
In 1998, the park, for the first time, installed advanced colorful spotlights and introduced the technology of atomization in the major viewing areas during the “Luoyang Peony Fair”. Besides, the park participated in the “Chrysanthemum Show” held in Hefei city, and won two gold awards, three silver awards and six bronze awards. The year also witnessed the building of the cable car stretching across the Jianhe River, and the “Peacock Garden”, a 2,300-squaremeter free-ranged field in Qiaobei Faunal Region. In 1998, 171 animals of eleven kinds were bred in the park, of which  seven Manchurian tigers, one black bear, two Sika deer, one pony, one machin, two rhesuses, 68 Indian blue peafowl, 60 golden pheasants, 24 silver pheasants, three white peacocks and three Elliot’s pheasants.  Among them, the Elliot’s pheasant and machin were bred successfully in the park for the first time, the number of newly-bred silver pheasant reached a record high, and especially the Manchurian tiger, seven little Manchurian tigers at two births within a year and all alive, which were rare in domestic parks.
In 1999, the “Luoyang Peony Fair” received about 500,000 visits. An international peony garden was built on the previous grass lawn behind the main gate. The garden, with a square of 4.9 mu (about 0.33 hectares), was planted with over 5,800 foreign peonies of 106 varieties. Besides, a 1,400-squaremeter Grand Qiaobei Parterre was newly built. On April 17th, three little Manchurian tigers were bred. In 1999, there were three Manchurian tigers, one South China tiger, one black bear, one camel, one ostrich, four macaques (Rhesus Macaque), one guenon, three Sika deer and 80 pheasants (phasianus colchicus). In Qiaobei Faunal Region, a free-ranged liger field was recently built covering an area of over 3,000 square meters.
In 2000, there were about 80,000 visits to the park during the “Luoyang Peony Fair”. A two-storeyed office building was replaced by the Gansu Peony Garden with a square of about 4,000 square meters. The garden was planted with 600 Gansu paeonia rockii of 65 different kinds and 5,000 foreign peonies of 106 kinds. Four Manchurian tigers, two Sika deer, four ponies, 58 Indian blue peafowl, 17 white peacocks, five rhesus monkeys, six ostriches and more than 100 agelastes meleagrides and parrots were bred in the park.
In 2001, 9,800-squaremeter grass lawn was planted, and more than 60 trees and flowers were adjusted or transplanted. Besides, black-brick paths and pavilions were added to the park, stone tables and benches were built, and the road inside the park was widened by 5,200 square meters. The East gate was demolished, the clinic was removed, and an antiquing gate with carved beams and painted rafters was built, making a cluster of antiquing architectures of about one kilometer along the road. During the whole year, there were four Manchurian tigers, two African lions, four Sika deer, two rhesus monkeys, 98 Indian blue peacocks, 12 white peacocks, five rhesus monkeys, 36 ostriches, 22 golden pheasants, 18 silver pheasants and over 200 agelastes meleagrides, budgerigars and agapornis fischeri were bred in the park. Outdoor playgrounds such as Brave Turntables, UFO Bicycles, Crazy Shuttles and Grand Carousels were introduced into the park. 5,200-squaremeter road was constructed, of which 560 square meters were cobblestone path. The previous “Mile” Palace to the east of the main gate was changed into the Ice lantern and Sculpture Museum, which was open to the public on April 10th.
In 2002, many scenic spots were repaired and maintained, such as the repairing and maintenance of Fenghu bei, Peony Fairy Square and the Faunal Region, and the rebuilding of the Southwest Rockery, construction of the Rockery on the Qiaobei Underground Chamber, the extension of the North Gate and the relocation of the Twelve Chinese Zodiac Signs. Besides, a 2,000-squaremeter free-ranging field for ostriches was built, and a 2,000-squaremeter lesser panda museum was rebuilt. The Beast Division invested 290,000 Yuan to introduce three zebras and four lesser pandas, which were shown to the visitors during the National Day vocation. 600 peonies were transplanted out of the Peony Fairy Square, making the square 200 meters larger. 250 Shanxi peonies were introduced and planted in the place of the paeonia rockii, making the viewing area of the paeonia rockii garden 500 square meters larger.
In 2003, “SARS” brought unprecedented severe economic impact on the park. Although many measures were taken, the outcomes were not satisfactory. In July, Wangcheng Park was officially founded. In autumn, the park adjusted 598 peonies, and newly planted 2,360 peonies, enlarging the plantation square by 1,000 square meters. Besides, the park introduced four animals of two kinds, while 210 animals of 11 kinds were bred during the whole year.
During 2004, the park received about 250,000 visits. 598 competitive peonies were adjusted, 2,360 peonies were newly built in the North Zone of the park, enlarging the peony plantation square by 1,000 square meters, and 598 competitive peonies were adjusted. In the later period of the “Luoyang Peony Fair”, in order to ensure there were peonies, 900 peonies were planted on the rockery of the Paeonia Rockii Garden. The planning of the reconstruction of the Peony Pavilion was completed. Cooperated with Shanghai Zoo, the park bred three South China tigers at a birth. Besides, the park introduced four animals from Tianjin Zoo, one hippo, one kangaroo, one chimpanzee and one mandrill.
In 2005, the “Luoyang Peony Fair” of 2005 received about 30,000 visits. Colored drawings were painted on the Peony Poetry Gallery, interior decorations were made to the Chenxiang Mansion, and VIP reception rooms were set up. About 2,000 peonies were introduced and planted on the rockeries, which met the visitors’ demand of enjoying the flowers. The East wall of the park was remoulded, and the Project of “demolishing the walls and extending the greeneries” was implemented. About 1,500 peonies were adjusted or replanted in places such as the Paeonia Rockii Garden and the Chenxiang Mansion Parterre. Besides, the park newly introduced two red deer, two white yaks, two white-lipped deer, two lynxes, one golden antelopes, one jaguar, two baboons, one wolf. There were two lesser pandas (which was not easy to be bred), nine rhesus macaques, three sika deer, one fallow deer and about 80 pheasants and birds were bred in the park. To the opposition of the Bear Pond, a new 300-squaremeter free-ranging field and a new primate museum were built. The survival condition of the animals was improved. Two new kiosks were built, three leisure pavilions were maintained, and the colored drawings on the Chenxiang Mansion and the Peony Poetry Gallery were completed.
During the “Luoyang Peony Fair” of 2006, there were about 400,000 visits to the park. It did a wonderful job in welcoming 713 leaders at state, provincial and municipal levels in 38 groups. Among those leaders, there were Zeng Peiyan, previous Vice Premier, Zhang Siqing, previous Vice Chairman of the CPPCC national committee, Xu Guangchun, previous Secretary of Henan Provincial Committee of CPC, and Li Chengyu, previous Governor of Henan Province, and the previous vice governors of Guangdong and Shanxi Province. The construction of the 7,000-squaremeter Zhou Culture Square, the 1,500-squaremeter Hetu Luoshu Square and the 1,000-squaremeter Qiaotou Leisure Square were accomplished. Besides, the rebuilding of the 1,500-meter main road was accomplished, and 200 meters of rail of the bridge and 3,900-meter rail of the Peony Parterre were installed. 4,000-squaremeter touring road in the district of Peony Garden was rebuilt, and a 1,500-squaremeter brocatello ground was paved. During the whole year, about 900 peonies were adjusted, and 631 late-blooming peonies were introduced into the park.
During the “Luoyang Peony Fair” of 2007, there were about 400,000 visits to the park. The park was appointed as the early-blooming peony garden by Luoyang Municipal Committee and Luoyang Municipal Government in that year. In order to live up to the requirements of an early-blooming garden, after sufficient discussions, it is determined to remould the zones such as the regions around the Chenxiang Mansion, the previous Paeonia Rockii Garden and the Nanqiao Triangle Ground, and to introduce more than 4,600 peonies of over 50 varieties, which cost up to one million Yuan. Besides, about 1,500 peonies were adjusted, and four large peonies were planted to the south of the Chenxiang Mansion with bluestone rails carved with peony stories, which brought better ornamental effects to the visitors. In addition, in order to improve the ornamental effect of the Peony Garden, 300 “Shi Yang Jin” peonies were grafted timely, and about 200 Chinese herbaceous peonies were planted in the intervals between peonies integrating with the remoulding of the Peony Garden. 
7 kinds of animals were introduced from other zoos under negotiations, respectively, one Peter David’s deer, seven Reeves’s pheasants, four black swans, four anthropoids virgoes, two white-naped cranes, and one borrowed leopard and black bear. Animal breeding had a good harvest, there were one zebra, six deer, twelve rhesus macaques and more than 80 pheasants were bred in the park. The South China tiger got fertilized in Henan for the firs time, which was precious experience in the breeding of South China tiger for the park, although the baby tiger died in about two months after its birth due to premature birth.
The early-blooming peony garden achieved good results in 2008 with about 460,000 visits during the “Luoyang Peony Fair”. In order to build up the cultural connotation of the park, the park hired professional screenwriter and actors to elaborately rehearsed the program “Welcoming the Guests with the Rites of Zhou—a Grand Ceremony of King City (Wangcheng City)”. It was performed for 15 times and highly praised by leaders of all levels and all sectors of the community.
During the “Luoyang Peony Fair” in 2009, the park received 420,000 visits. As the early-blooming peony garden of Luoyang City during the fair, to ensure the flowers bloom timely when the fair was held, 24 heat preservation shacks of 2,700 square meters were built timely after the Spring Festival. Besides, measures such as paving the terrestrial heat lines, installing the filament lamps and capping straw mattress were taken. Thus, it was ensured that most peonies bloomed on April 1st. The constructions of animal museums were highlighted, and the ornamental effects were improved. The Orangutan Museum, Kangaroo Museum, Zebra Museum and Hippo and Rhinoceros Museum were newly built with a total area of 2,600 square meters. The survival conditions of the animals and the ornamental effects were improved.  In addition, the breeding of animals achieved outstanding results. With scientific and thorough arrangements and careful feed, the breeding of South China tiger sought breakthrough with four little tigers bred and survived at two births. It also put an end to the history that no South China tiger can be successfully bred in places to the north of the Yangtze River.
During the “Luoyang Peony Fair” in 2010, there were 650,000 visits to the park. In the year, the peony plantation area increased by 1,500 square meters, 5,200 peonies were newly planted or replanted in the park, and about 10,000 peonies were grafted with the advantage of abundant varieties. The work on the introduction and exchange of animals was strengthened, and the breed structure of the animals in the park was improved. In 2010, two white rhinoceroses, five brown capuchins, five grey capuchins, four cercocebus torquatuses, six lesser pandas were introduced into the park. What’s more, the introduction of the white rhinoceros is the first time that the park directly introduced animals from foreign countries.
In 2011, the “Luoyang Peony Fair” was officially changed to “China Luoyang Peony Festival”. This was the first show when the fair became a national one, and the park received about 700,000 visits during the fair. From the late January, 5,500 square meters temperature control shacks were built to cover about 8,000 peonies of about 200 varieties. More than 200 awnings and shields were prepared in advance, and more than 5,000 square meters shade nets were built. Thus the flower season was extended by five to seven days as a whole, so that the late-coming visitors could also enjoy the blossoms, which met the demands of different visitors.
Colorful activities were held to enrich the peony festival. Worked with National Photographers Association, the park held National Peony Photographic Exhibition and the starting ceremony of the 2011 National Photograph Exhibition titled “Millennium Imperial City and the Peony City”. Besides, the park cooperated with China Association of Flower Arrangement Art and Beijing Peony Arrangement Art Institute to be the co-holder of the 3rd Peony Arrangement Art Exhibition titled Spring of the King City. In addition, the park cooperated with the municipal lantern show office to hold the 2011 Luoyang Peony Lantern Show. The live-action performance of the program “Welcoming the Guests with the Rites of Zhou—a Grand Ceremony of King City (Wangcheng City)” was highly praised by the visitors, and large-scale acrobatic shows (free of charge in the park) were held with the cooperation of Cangzhou Acrobatic Troupe.
Good news came again in the breeding of animals. Under the scientific and thorough arrangements and careful feed, four South China tigers, four common squirrel monkeys, one brown capuchin, one zebra, eight deer, nine rhesus macaques, about 100 pheasants, eight waterfowls and about 50 birds were bred in the park. The breeding technique on South China tiger was improving and perfecting, and the amount of South China tiger in the park ranked No.2 nationwide.
